The System Vice President, Capital Project Management will be responsible for transforming, building and leading an industry leading healthcare project management program. This will include developing the critical functions of capital management (planning, budgeting, forecasting), provider networks, tailored project delivery, operationalization, and risk management; aligned to the specifics of each business plan and each asset type within our full Integrated Delivery Network (IDN). Collaborating and partnering with key verticals within National Real Estate Services (NRES) and stakeholders and business owners throughout each Region, Market and National Business Unit, will be foundational to the success of this role and program. The objective is to develop an evergreen program that delivers superior results across every asset type – infrastructure, ambulatory, acute, post-acute, and senior living; including new, renovation and retrofit projects. 

This position will align the resources across all NRES and partner platforms to develop a high performance team that will deliver superior results across the entire NRES managed CSH capital program, consistently meeting and exceeding the business plan requirements of each project. The SVP will develop staffing programs that address our geographically dispersed projects and project delivery talent, focusing on consolidating teams in geographic hubs that align to the evolving CSH operating model of Regions and Markets. They will focus on developing a sustainable staffing model that facilitates growth from within our project delivery platform, while supplementing with targeted/strategic recruitment. They will partner across the NRES leadership enabling unique academic partnerships, innovative training programs, staff development and retention programs, developing cross-industry channels, and increasing the national profile of CSH, NRES and the team within industry trade organizations. They will lead the transformation of the work force and the way project delivery is done by introducing processes, tools and technology that enable efficiencies, achieve transparency, reduce project risks, and consistently deliver projects that meet the business plan scope, schedule and budget requirements.  

The SVP will partner with key stakeholders within NRES, partner organizations, and CSH corporate departments to develop the real estate and project management data cube that will enable critical strategic, project and business plan decision making. They will support the development of the Single Source of Truth platform (SSOT), NRES dash boards, and data transparency required to engage stakeholders across the organization.


Responsibilities
  • Develop and lead an industry leading healthcare project management platform, delivering innovative project delivery solutions that are tailored to specific circumstances, across all geographies and project types (e.g ambulatory, acute, post-acute, senior living, infrastructure, IT infrastructure, office)
  • Build a high performing team that combines existing team members, new hires, region/market resources, and 3rd party partners to effectively deliver an industry leading healthcare project management program across the entire CommonSpirit Health real estate portfolio. 
    • Structure dynamic teams that solve problems and focus on adhering to the project budgets and approved business plans. 
    • Establish and maintain the leanest delivery structure and team possible to produce consistent results that will meet the organization’s annual and multi-year capital program budgets as approved by the Capital Allocation Committee (CAC) and the Board of Stewardship Trustee’s (BOST).
    • Integrate the NRES support services platform and resources to leverage the project management program, streamlining, and standardizing the delivery of each initiative; this will include legal, finance, communications, tools, technologies, procurement and contract support 
  • Create and lead a professional development program that will ensure that CSH is able to retain and grow the project management team to meet the needs of a growing capital program, while addressing an aging work force. Enable internal professional growth opportunities through assignments of increasing project responsibilities; develop skills through both internal and external training and skills development programs.
  • Administer the professional development program for the team that includes structured NRES assessments and evaluations (e.g. 6 Box and annual reviews), internal and external programs (e.g. Strengths Finder and Mind Mapping), integration with 3rd party training and a formal mentorship program. Know the team, grow the team.
  • Responsible for performance and financial KPIs, required to achieve an industry leading program:
    • Actual project expenditures within 2% of the total approved project budgets
    • Annual cash spend within 5% of the Annual approved budget (by project and in aggregate)
    • < 2% of projects involved in project disputes utilizing dispute resolution clauses (rolling 3 year avg)
    • > 98% of all projects completed on time consistent with the approved charter or business plan
    • 100% of all projects completed in conformance to the approved business plan (scope and budget)
    • Increase vendor diversity (WMBE, MBE, VBE, other) by 10% annually 
    • Client satisfaction scores exceeding 4.8 (of 5.0), both mid project and completion surveys 
    • 100% SSOT compliance within 6 weeks of project completion (all materials uploaded)
    • 100% of projects meeting or exceeding the defined CSH Climate Action Plan goals 
    • Reviewed and updated annually to ensure continuous improvement is maintained  
  • Guide the project management team as they partner with the NRES Strategy & Planning teams to develop project solutions (scope, budget and schedule) aligned with the CSH business plan timelines and processes. This will align with the Region and Market structure, along with key national service lines (e.g. Senior Living). 
  • Support strategic master planning projects led by NRES Strategy & Planning team to support the Market’s Regions, and the annual strategy reviews and project specific business plans; detailed and accurate budgets with monthly, annual and complete cash flow forecasting. 
  • Lead the project management team in partnering with the NRES Planning Team in the development and deployment of system wide design standards and guidelines for all project types within CSH – Acute, Ambulatory, Non-Acute, Infrastructure, and Non-Clinical. Guidelines will incorporate sustainability objectives and goals as defined by the CSH CAP.
  • Develop and maintain the comprehensive Project Delivery Manual (“PDM”) to incorporate multiple project delivery options (e.g. Design/Bid/Build, Design Build, Integrated Project Delivery), design and construction guidelines, and CSH policies and procedures.
  • Partner with the tools & technology team and the SSVP in the selection and implementation of a project management and capital planning software platform. Lead the deployment including the integration with the finance program and CSH systems. 
    • Fully integrate the project management data streams into the dash boards and NRES reporting tools, continuously update to ensure the most relevant data and information is available and used. 
  • Develop innovative project delivery methodologies that align with industry leading practices for each project initiative, focus on delivery exceptional value for each project individually and the program collectively. 
  • Establish and oversee the operationalization of all projects, ensuring transition and training programs are developed and implemented for all users. Operationalization will also incorporate the project closeout activities 
  • Maintain an appropriate suite of contracts for each delivery methodology outlined within the PDM in partnership with the Legal RE Center of Excellence (RECOE) focusing on flexibility and balanced risk sharing. Ensure that our contracts retain a balanced approach and style.    
  • Establish and maintain a continuous improvement program for Guidelines, PDM and our processes, procedures, tools and technologies; this will reflect lessons learned, organizational and industry changes. 
  • Develops and maintains a deep and diverse Preferred Provider Network through industry networking, relationship management, cultivation of MBE/WBE/VBE enterprises, and targeted Request for Qualifications/Proposals to establish a National Vendor program. 
  • Guide the CSH teams in the selection of the most appropriate project teams (design, construction, consulting) through the use of a detailed Request for Proposal process, qualifications reviews, team assessments, and fee negotiations (achieving best value) for each project. Ensure that the teams engage client stakeholders with detailed communications and inclusion in our selection process. 
  • Institute risk tracking and management processes and procedures for management of our projects and programs, ensure our technology tools are tracking, monitoring, and reporting.
  • Oversight of the dispute resolution process; guide project teams in negotiating solutions, and lead the coordination of RECOE, assigned counsel and other experts when negotiated solutions are not achieved.
  • Partner with the support services team to develop Project Management dashboards to convey real time information on the status of all projects, aggregated by Market, Region, Type, and Resources. Develop and issue status reports monthly, tailored to the key stakeholders including budget performance, schedule, scope adherence, and risks; sortable to address key needs.   
  • Lead the project team in consistent project reporting to include monthly Executive Leadership Team (ELT) reports, monthly Financial Planning & Analysis (FP&A) updates, Quarterly Business Reviews (QBR) in each market. This process will be automated 
  • Develop and administer the multi-year system wide capital planning and forecasting process aligned with the NRES Strategy & Planning team and NRES Finance. Support market planning, business planning, Annual Strategy Reviews, FP&A reporting, and FY forecasting with accurate and complete information for the full NRES managed capital program. Develop technology tools enabling accuracy, details, and scenario planning.   
    • Establish a project prioritization process that aligns with the market planning and organizational business planning requirements 
  • Guides the project teams in achieving and improving upon business plan results by leading and facilitating problem identification, problem solving, contingency planning and implementation of solutions.  
  • Leads by example, serving as a role model for others in the organization by exhibiting CSH’s core values, while recognizing employee accomplishments, communicating with clarity and focusing on results, and communicating the need for a healthy work-life balance

Qualifications

Required Education and Experience:

  • Bachelor’s degree in Engineering, Architecture, Construction Management, business or related background is required.
  • Master of Business Administration with an emphasis in construction management, real estate or architecture will be considered valuable.
  • 20+ years experience with increasingly significant leadership and management responsibilities in facilities management, project management, or real estate administration with a primary healthcare focus.
  • Demonstrated success in the planning and implementation of large scale programs with multisite and multistate delivery requirements. 
  • Experience leading the implementation of complex healthcare programs with significant scale and with appropriate degrees of complexity.
  • Demonstrated success in building and implementing multi-faceted delivery strategies for multi-site healthcare systems.
  • National project management experience, understanding of the regulatory and jurisdictional realities across multiple markets.  
  • Understanding of the CA seismic program administered by HCAI and how this will influence the delivery of projects

Required Licensure and Certifications:

  • Professional license, registration and/or certification preferred.

  • Detailed and in-depth understanding of the trends and issues impacting the healthcare industry including specific understanding of the “integrated continuum of care” models 
  • Extensive experience in developing and leading high performing teams that include internal and external resources and firms
  • Experience with a full range of project delivery methodologies from Design-Bid-Build to Integrated Project Delivery; demonstrated experience in selecting the proper solution for each project
